It's a very common problem even with motorcycles, which have infinitely more metal than carbon road bike. My rule is if it hasn't changed when it is supposed to, it's broken, and I proceed when safe. I think that reasoanble and justifiable, but a police officer and traffic court may not. Proceed at your own risk.
Tell me about it...I got a ticket years ago. I came to stop at the red light, 2 minutes later it had not changed so I rolled the intersection, cop had me pulled over within 30 seconds

Come to find out the arsehole knew the light was stuck and was taking the easy way out to write tickets. When the investigation was completed they had to dismiss some 200 tickets he had written for that intersection. Where he screwed up was giving a ticket to some hot shot lawyer's daughter.
