You can but it introduces complications. It changes the spoke length because the distance to the hole changes. Skipping a hole also messes with the right/left alternating sequence of the hub's spoke holes.

The issues aren't insurmountable, but calculating spoke length gets more complicated. All in all not a great idea and subject to a catch-22 which makes it impossible. Too complicated for a newbie, not worth the time and effort for those with enough experience to do it successfully.
