It could be many things. The limit stop screw, or the derailleur is old and worn. Or the hanger is a little bent and hard to see. Did you switch wheels?

But fix it fast before you ride it much, if that derailleur cage gets in the spokes while you are moving you have a LOT of problems. Bent drop out, destroyed rear derailleur. broken spokes. crash, etc.
