I think the term was derived from "Hanger Queen". During WW2, It was the term fliers and mechanics used to describe aiplanes that made too many extended visits to the airplane hangers for repairs that continually kept them from action.
Now collectors use similar terms for their vehicles that do not get too much use on the roads and are mostly just for show and display.
