I just compared an All-city cog and a Phil cog I've got sitting in my toolbox and they are the exact same thickness. There's no reason it shouldn't work.

if I remember correctly Soma cogs are a bit too thick for the lockring to engage completely....
Pretty sure that was only an issue with older Soma cogs.
