Another option---if the axle is too short and you can't get the bolts on---C-clamp the dropouts, using some wood shims, virtually cold-setting the frame. Clamp it enough to catch the bolt and the steel will set over time.
This sounds better than what I had in mind.

Am I missing something? or are these a lot better than the tec9's I have? In my experience, Alex R450's are usually a lot more expensive.
