FWIW, I have to be extra assertive in congested areas like parking lots. They have to know that I AM going to turn left, no matter if they are going or not. They normally won't call your bluff since they don't want to be responsible for your death. Make eye contact, get in an aggressive posture, and start rolling toward your turn.
