Raleigh Record Ace 1979 in excellent condition: what's it worth?

I'm in the market for a good used road bike, but I'm not able or prepared to pay $700 or more on a brand new one. So I'm considering purchasing this vintage Raleigh Record Ace (pics should be attached). The specs for this bike are located here: http://bulgier.net/pics/bike/Catalog...ifications.gif

I haven't seen the bike in person, but from the photos it appears to be in excellent condition. It's got all of the original parts -- Weinmann brakes, Sun Tour derailleur, Brooks seat. In addition, the seller has offered to put new tires on it, add brake hoods, and put white handlebar tape over the original vinyl tape to preserve it.

I've seen varying reviews of this bike and of what it's worth. The seller has offered it to me, including the changes mentioned above, for $260. (Note: I live in the Bay Area, where bikes seem to be exorbitantly priced.) Am I getting a reasonable price, or should I pass on the offer? I appreciate any thoughts or input. Thanks!
