An old two-stroke might make more air pollution than 100 Hummers - but a few of the modern ones with liquid cooling, multi-valve heads, fuel injection, oxygen sensors and three way catalytic exhausts could qualify as LEVs, plus they have very low CO2 (greenhouse gas) emissions.
