Adequately Skilled wheel builder , decent spokes, + regular maintenance .
the last part matters the most, just don't pretend it will be good without
keeping up the spoke tension and truing..

A great rim Bene Sugg:, Mavic EX721, 36 spoke, Have a set of those..
Salsa [QBP] Gordo seems a good 26" rim too , extrusion is cross braced..

perhaps a wheelsmith 14/13, more metal on the hook/head end.
or DT alpine 14/15/13.

Hub: whatever you need to work with your drivetrain, the LX/Deore stuff is fine..
