The reason bike theft, and other theft, is so rampant is that the punishment in most cases is laughable and the thieves know they can usually get away with it. Physical punishment is not legal (too bad) but works very well. If people knew that the consequences of their actions would be painful, they'd probably reconsider. I totally believe that physical punishment for theft should be brought back. Nothing like some good beating for stealing stuff.
