If the DT is oversized I don't think it could be 531, maybe a mixed set, but I'm still thinking "Italian" and Wilier is the only name I know that fits. The BB shell seems like one of the major Italian suppliers, maybe Silva or Tecnociclo and would have to be made for the oversized tube. There's nothing I can find in the Internets that shows what Wilier sold back in mid '90s, but check out the pics of Marco Pantani on his in the '97 TdF: you might see some similarities (even though that's an aluminum frame).
