1) Bell Citi for commuting because it has a tail-light mount on the back.
2) $40-50, I think at REI
3) When it gets damaged or I get tired of it, hopefully a long time

I also have a Bell Ghisallo that I wear on longer recreational rides and tours when I don't need the tail-light
