ultegra brake fitting question

I have new Ultegra 6600 brakes to replace the cane creek. They work fine and no issues except the Jagwire brake cable housing fitting into the ferrule and the brake. If I do not use a ferrule as I insert the housing into the brake it works fine. But adding a ferrule will not allow it to slip into the brake cable adjusting bolt. The diameter is too large. Well I can simply set the housing into adjusting bolt and it is fine but then turning the bolt does not allow easy movement. The whole cable wants to turn when you do the adjusting. Naturally it will work but something tells me it was not designed this way or I am doing something wrong. I do have standard jagwire brake cable housing too to make sure.

Any ideas or tips. I hope this make sense.
