I experienced the same problem, where the cable housing must be inserted into the brake adjusting barrel without a ferrule. Turning the brake adjusting barrel then caused the cable housing to also rotate. A drop of lubricating oil into the brake adjusting barrel solved my problem. The adjusting barrel now turns easily, and the cable housing remains stationary.
