Cyclo Cross Custom Build for Road from LBS - Good Price?

I want to get into road biking but am going to get a cyclo cross bike in case I do cyclo racing. One of the LBS that I visited does custom buildsH and he quoted me the following bike but since I'm a beginner, I have no idea if it's good or not.

One of the unfortunate things is that I would like to keep the budget to $1300 max but the custom build ended up costing $1450 before tax and labor. However, the extra $150 could be worth the money? Most of the complete cyclo bikes I've seen are $1200 with Tiagra or $1600 with 105/apex. I would like to have 105/apex but there doesn't seem to be anything else between $1200-1600.

Thoughts? The LBS guy said there aren't many Surly Cross Check frames left in stock now so if I want this, I should hurry or have to wait a month. The standard build for the Shurly bike has Shimano Tiagra parts: http://www.surlybikes.com/bikes/cross_check_complete/

Note: I'm a complete bike noob so I'm going to get a LBS bike anyways since I need to have it fit and tuned.
