The Eclipse rack shows up in my 1980 Palo Alto catalog as well as my 1983 Performance catalog. It is very high quality; in 1980 a Blackburn rear rack was $19.98 (silver) and the Eclipse was $27.50. MetinUz is correct in that the slide setup only allows for Eclipse panniers. There's a Slide Mount Conversion Kit also listed in the Palo Alto catalog that allows for hook/spring type panniers. This kit only cost $2.50, so it might be something you could find out there.
The 1980 catalog only shows the center-mount rack, however your seat stay mount version shows up in the 1983 catalog. By 1983 the rack was going for $33.95 (silver).
