I have a bike that came from the factory with those 27x1 1/4 rims but had 27x1 1/8 tires. It's just a guide, not a restriction. What really matters is the actual inside measurement. You could run anything from 27x1 up to 27x1 3/8, also depending on the tire makers accuracy in sizing.
