Yes. I tried to find 27" tubes with no luck. I gave up and figured I would try 700c of the correct diameter (28-32 or something like that). I've got 1400 miles on those tubes and tires, mostly on medium-rough roads with a load in the basket, and I weigh 185 lbs. No issues and they hold air well.
