I have used Shoe Goo (Black) in mending holes like that on Vittoria, Michelin and Continental tires. Tires are sometimes gonna get cut, it is what you do in mending that matters.
My method is to squeeze open cut, insert Shoe Goo, scrape flat with a putty knife, then I am in business. No issue(s) so far.
