I agree on the price, but I'm not convinced the rust is that terminal. There's a good number of miles on this disaster, and it hasn't broken yet:



After all, Reynolds 531 and Columbus tubing of this era isn't that thin (example is a 531 top tube). Some surface pitting on a tube of this thickness shouldn't be cause for immediate panic:
