I would also like to know the answer to that as well. Why is it such a "sin" for people to leave with enough time to get to their destination in the event of an unexpected event, such as a flat tire, or closed street forcing a detour? I am sure that over the last couple of days in Tampa that there were plenty of detours because of flooded roads that caused people leaving at the last possible minute (or later) for their appointments to be late.
