Which is why I've said before that what needs to happen is starting at the state level and working up.
EVERY law on the books needs to be reviewed. And any that are no longer enforceable need to either be repealed or amended so as to be enforceable. Then again starting at the state level all laws on the books need to be compared to the next highest level and if there are any duplication the law from the lower level needs to be repealed or amended so that there are no duplications, i.e. city laws compared to county laws than city laws compared to state laws and lastly city law compared to federal law.
Then repeat with county level laws on up.
