I agree it's wrong to make an agreement on the price, then reneg. The point is however, don't agree to the price over the phone. When the Seller says $800 is his bottom number, just say, I'm not sure I can go that high, I would have to see it. Then you're free to offer him anything you want in person, and he's free to accept it or reject it.
