It's British, it's a "path" frame, the lugs don't looks like any from the well-known brands such as Carlton or Holdsworth (that I'm familiar with). The fork might be a modern replacement, the rake looks non-vintage for that age frame, but hard to say with these fuzzy pics. What size is the seatpost?
