Can I legally sell it as long as I stipulate what is wrong? I don't want to part it out - I don't have the time or desire to do that. Trying to sell one Williams rear wheel is silly to me - especially if I have to package it up and ship it. Ugh. I just want somebody local to come and pick up the bike and if I get $200-300 for it I'm that much more ahead than I am with it sitting in the garage.

Sell the bike for the parts (the good ones) without parting it out. That is, describe that the parts are on a "condemned" frame. That is, indicate that the frame has no value.
Expecting $200-300 might be overly optimistic.
It's unlikely eBay would work for this because people can't look at the condition of the items.
