For best braking performance, you should center the hanger while you're at it. Obviously, if it's just a tad off, say 2-3 mm, I don't think the difference in performance will be noticeable. I also doubt if anyone could give a generally agreed on value on exactly when adjustment is required. But since it's a no-cost, minimum effort kind of tweak I'd do it for peace of mind if nothing else.
