That looks like a Raleigh "sealed" hub. They are not cartridge bearings, bit regular cup and cone with a lipped bearing retainer. Treat them as regular cup-and-cone.
I didn't poke around to much in there, but the cone is not cone shaped. It's just a cylinder, narrower than the visible outside part with the wrench flats.
