Depending where you live, seller could laugh off/ignore a $200 offer. Thats a serious low ball. I would just ignore it. Sold a Jubile Sport a couple of weeks ago for $235, GJ is a step up from there. Now my Jubile Sport was fully ready to ride, new tires, tubes, cables, grease, bearings, and it was immaculate. I picked up a 1979 GJ mixte last week, need to decide whether to keep, or just rehab for a new home.

I have just started to appreciate Motobecanes. Definitely made some nice bikes. Depending on the year, you should EXPECT a Swiss bb. My 1979 has one, and my 1982 had one as well.

All chrome bike? Go get it. Chrome enjoys a nice hefty premium. Are you sure it is all chrome? They made a gun metal gray one in 1978.

Not sure what you expect for $270, but if it is all chrome, Vitus tubing, GJ, should be Suntour Cyclone G1, $270 sounds pretty good to me. IF it is gun metal gray, and since it is not ready to ride (flat tires), then $270 is HIGH. Realize that flat tires are a good indicator that the bike has been neglected. Expect the bike to need the basic maintenance: cables, bearings, grease, and most likely tires.

Just saw a G1 Cyclone RD go for $76 plus shipping on ebay.... And it was NOT NOS. NOS one went for $138.
