Agreed -- interstate shoulders are open to cyclists in most of the US, and the accident rate is vanishingly low. Most bicycle/car accidents are failures to yield at intersections of one sort or another, not hit-from-behind, and Interstates don't have intersections.
On the other hand, Interstates tend to be boring and noisy; they're good direct routes for transportation, but not usually the best scenic vacation routes.
