Its not silent. But I can hear my TV over it, and it doesn't wake people up down the hall. When I got it it made quite a racket, but after a bit of wrenching (The interior bits were loose and rattling) and lubing (and a change of tires from nubbly MTB tires to more roady tires) and its actually pretty good.
