I don't know about other states, but for MN you can look at this. The two best bets are probably the Tour of Colors in Pequot Lakes and the Headwaters 100 in Park Rapids. Pequot Lakes is a little north of Brainerd, and Park Rapids is probably about an hour east of Fargo. Both in September.
