I think this is a reuse of the name much later, in the 70's and not especially collectable, but not junk either. Now, the head lug, head tube appears to be a one pc unit made to look like the old style lugs of 25 years earlier. If you drop the fork I bet the truth will show that inside.
I think repechage has it here. I would bet $ that the head lug/tube is one piece as well. I absolutely love the decals and the beautiful green paint, but that doesn't look like a high-end bike to me, even if it were from the 60's which I doubt. I would just ride it and enjoy it - that's what bikes are for. Just get a good lock. I think I brown leather saddle would look nice with the green, though...
