how about this...

why not challenge him to an actual, official race. then you wont really have to worry about him cheating because there will be race officials, timekeepers, rules, other racers, etc. also, when you beat him, he will look bad in front of tons of people, and you will have many witnesses to attest to the fact that you destroyed him.
