So who was passing whom? Certainly if he passed you and then immediately turned right he's a vicious and nasty a$$hole. But once he's ahead of you and has started to brake for the turn, he does not have to wait for you to pass him. You must do what is necessary to let him turn in safety. You either slow down to wait for him to turn out of your path, or you go around him on the left. Now granted, this can all happen so quickly that it's hard to tell what exactly happened. Better in that close-call situation if he had waited behind you until you had passed the intersection; it would have cost him what, two or three seconds? I'm glad you weren't hurt.


When you are driving your car, do you try to pass other cars on the side they are attempting to turn toward? No. If a car brakes abruptly to make a sudden turn, you have to slow down to avoid rear-ending him, or you pass on the opposite side if there is room. As motorists, we all hate the driver who passes us in a great rush on a two-lane road then immediately slows to make a left turn but other than being dumb-a$$, it's not illegal. You just have to be constantly on your guard.
