It's like a doctor telling you that you're "practicing medicine" if you read medical journals or request that a hospital be built in your area. It's utterly absurd. The engineering you're not allowed to do is the actual design of roads and facilities that will be built, or to sign off on construction works as meeting spec. That's the bit we engineers do, just like you can't actually perform surgery in a hospital or prescribe medication if you're not a licensed practitioner.
That makes sense in sane countries, but what about Canada where writing 'MCSE' on your resume gets you a huge fine?
