those sure look like identical stamped fork blade stiffeners to me. As far as the bike in the OP goes, I think I see a hint of the original shoreline of the original lower head lug. Pretty sure these were welded extensions. If they look hand made, that seems like it would be because the stamping was a little crude.

The seat lug in my avatar has welded extensions. You can't see the seam now that I have sanded it down.
