The one you saw in picture was $104 from Amazon about a year ago. I know it's quite a bit over your budget but it's a Park stand so it's a quality item that will last. I attempted to build a similar stand from iron pipes but it cost me more than $60 (good news is that I can return almost all the parts) and it would look and function as good as the one I have.

Next best thing is to keep an eye on places like ebay or Craigslist for a used one.
