Skyline is in much worse shape between Page Mill and 92 than it was 20-25 years ago. I find it difficult to hold a straight line in many sections; so much cobblestone type payment between King's Mountain/92 and rough patchwork in other places. I used to love descending from King's Mountain to 84 but the current condition of this stretch fills me with trepidation.

I'm no road builder, but even if one doesn't like bicyclists using the roads, it's in nobody's interest to let them fall into disrepair and be stuck with larger maintenance bills.

I'm glad that I'm not the only one unclear about where exactly the accident in the NYT article occurred. Could be W. OLH, but I know that there are some really rough parts of 84 also; it a bit unnerving to have to pay attention to traffic and be watching the road for something that may throw you.
