Your weight isn't really significant on anything aside from a race bike, and even if it was, wheels become a problem far sooner than frames. City bikes are designed with repeated stops in mind, so a low top tube design like this is pretty common. The same goes for weight: You're expected to haul things on it, so it's perfect for hauling groceries.
