Not sure about HI, But here in NC yes you are correct motorcycles can use the car pool lanes if there are 2 people on the cycle. But then a person with all your knowledge would know that.
Hawaii only requires a single rider on a motorcycle to use car pool lanes (same as VA and CA I think). Always thought it dumb with a motorcycle getting 50+ MPG to require 2 riders to use car pool lane when part of the goal was to use less gas.
