Does someone make a bike like that?
No, You have to do that , yourself, rather uncommon components ,
for a mass produced rig. you have to swap components.

A touring companion in 1986 had a TA cyclotourist double a 50/28 combination.

collectors stuff, now.. the crank-arms sell for $200+, now.. minus chainrings
but replacement chainrings are sill made.

On my Brompton I have a double chainring , but the granny gear is a planetary .

as if a 50t, 20t.. , but can be shifted at low or no momentum..
Schlumpf Mountain drive crank , turned my 3 spee into a 6 speed using it 's
gear ratio's twice, once again in low range.
