Would you get an inexpensive frame, medium grade components and top wheelset - for example Wilier Izoard XP ($1200 at Competitive Cyclist), Shimano Ultegra 6700 and Zipp 404. This setup is roughly 25% on frame, 30% on components and 45% on wheels.
Or get a better frame like Ridley Noah RS ($2150) with less expensive wheels like Mavic Ksyrium SL.
Is there some kind of a “golden rule” on what percentage of the total cost should go towards the frame, components and wheels.
There is no golden rule. There is no percentage on how much to spend on which component. The self proclaimed "audiophiles" that I know of, somehow, have this stupid rule.
Get a bike that is well fitted with the components you like. Then you get yourself a nice serving of HTFU and ride!
