Yes it probably is. This style lug cutout has cropped up before and been ID'd as a Cornelo, but there were other names associated with it, too (including this new one: Premier)...and was traced to a specific shop that was just on the Belgium/Netherlands border (can't dig out the name right now). It's probably made in Benelux, though there may have been some with these lugs that were contract-built in Italy. But contract-built by a Colnago builder? I wouldn't bet on it.
