Buying normal pants for abnormal legs

I'm posting here because you guys might have some experience with similar problems. My quads are kind of large in comparison to my waist and I'm having trouble finding normal (non-cycling) clothes (jeans) that fit well.

A female friend recently told me that my clothes are too baggy, so I tried to buy some jeans that fit better. It feels like an impossible task. Anything that fits my waist well (I'm a 30Wx32L) are impossible to fit around my quads. So I tried to compromise and try on some 32Wx32L and wear a belt, but most styles are still uncomfortably tight around my quads. The baggier styles of pants obviously fit better, but the whole point was to try to find something less baggy.

Does anyone have any tips or know how to look for clothes that might fit better? If you know of a previous thread on this, feel free to post it, a quick search didn't find anything.
