Anyhow, on the same (but different) vein I spoke with the mayor. We discussed the situation finally and perhaps can resolve this reasonably. One thing I did mention to the Mayor was the lack of respect for the helmet laws (yes I know this is a touchy point) regarding children specifically. I had been doing some research on this issue found many program like: http://www.prorider.com/ that offer low costs helmets to schools and organizations. I questioned to him that perhaps the local bike club might foot at least some of the initial cost. Anyhow I wanted to pass this information also also because someone else out there might find use of the information.
