No arrests were made, but could they at least schedule her for a driver's test? Everyone should have a trusted friend who will tell them when it is time to stop driving, preferably before driving through a building (or a person).
I don't know that she can be required to take another driving test until her license comes up for renewal. Hopefully her insurance company will require some proof that she is still capable of driving safely after this.
