Although my frame is smaller than yours, my P12 appears to have similar geometry. This has Planet Bike Cascadia 35mm fenders with Specialized 700x28 All Condition tires. Clearance in the rear is ample for this setup, but the front took a good amount of tweaking. You should be able to see from one pic how tight the front is around the fork crown. I've been running it like this for nearly a year without issue, the only "problem" being some front mudflap rubbing under hard acceleration.
