Sorry I'm very dumb. Is the set screw the very tiny obscure black one that is screwed with screw driver, or is it the larger, allen bolt?

Here's a picture. See on the very bottom of the far left, there is a black tiny screw sticking out? What's it for? Is that the "set screw"? The allen bolt facing us is the pivot bolt?
