On V-brakes each arm will have a set screw near the pivot bolt. tighening the screw will increase tension on the spring. You need to adjust the screws so there is an equal amount of tension on each of the arms.
Sorry I'm very dumb. Is the set screw the very tiny obscure black one that is screwed with screw driver, or is it the larger, allen bolt?
Here's a
picture. See on the very bottom of the far left, there is a black tiny screw sticking out? What's it for? Is that the "set screw"? The allen bolt facing us is the pivot bolt?
