Might I suggest that you ride the bicycle for a while before begin changing this or that. That said, I know little about that particular bicycle, but do publish a website intended to help people, new to the interest of vintage bicycle, get a head start and avoid costly and frustrating mistakes while doing so. Painting the top tube might well prove to be a mistake down the road.
